President John F Kennedy was a major supporter for the ban of nuclear testing. After the the end of World War 2 when Hiroshima and Nagasaki were destroyed by atomic bombs. The scientists of the United States, Great Britain and the Soviet Union starts a arms race to develop the most powerful nuclear weapon.
In May of 1959, United States scientists started to find traces of radioactivity in the United States’ wheat and milk supply. Earlier in May 1955, the United Nations Disarmament Commissions had the United Kingdom, France, Canada, Soviet Union, and the United States meet and start discussing the end of Nuclear Testing. There were many problems in the discussion because of the Soviet Union did want to have inspections on their underground testing sites. The meeting only resulted in a suspension of nuclear testing that lasted from November 1958 to September 1961.
John F Kennedy was one of the major supporters to ban nuclear weapon testing. He has been against it since 1956. He had a very strong stand of the ban during his 1960 presidential campaign. Many of President Kennedy advisors thought that the Soviets were still secretly testing nuclear weapons, and wanted Kennedy to starts testing nuclear weapons again. There was a poll taken showing that a majority of the people wanted him to resume nuclear testing. Then the Soviet Union said they were going to begin testing again. Then over the next three months the Soviet Union had 31 nuclear tests. They tested the larges nuclear bombs in history, 58 megatons. President Kennedy was very frustrated by these testing but still wanted to to ban nuclear testing. Then on April 25, 1962 the US began testing after Kennedy efforts for peace with the Soviet Union failed.
After the Cuban Missile Crisis, both of the United States and the Soviet Union understood that they were really close to have a full out nuclear war. Then both of the nations leaders, President Kennedy and Premier Khrushchev realized that they need to end the cold war so they can make the wold a safer place to live. JFK had a man named, Averell Harriman to reopen the negotiations with the Soviet Union to end nuclear testing. President Kennedy chose Harriman because he was respected and know by Premier Khrushchev. To get get Khrushchev agree to the treaty the US excluded the on site inspections that were cause the most problems. Then after 12 days of Harriman negotiating the treaty the Soviet Union agreed to ban all nuclear testing in space, underwater, and the atmosphere.

Connection
The Nuclear Test Ban Treaty is significant to the Cold War in very important way because it lowered the fear of have a nuclear holocaust. The Cold War was essentially a bunch of threats between the Soviet Union and the United States to blow up each others country with nuclear weapons. So when the treaty was signed it lowered the threat of this happening.
